Banned tobacco products seized

ITANAGAR, Dec 17: Capital Complex administration with police jointly raided shops to crack down on illegal sale of tobacco/gutkha and seized huge quantity of such banned products worth thousands of rupees from one M/s Dutta Pan Bhandar, G-Extension, Naharlagun.

The accused has been booked under the relevant Act and Rules, Capital Complex Deputy Commissioner informed in a release.

The DC appealed to all to not sale or consume such banned products.

 

APDA to stage mass protest

ITANAGAR, Dec 17: The central executive body of the Arunachal Pradesh Doctors' Association (APDA) in an emergency meeting held yesterday unanimously decided to stage mass protest throughout the state by taking mass casual leave on Dec 26 and 27.  The Association took this  decision in view of undue delay by the Government in setting the DPC for promotion of APHS Officers under 'Time Bound Promotion'  as per the A.P Health Services (APHS) Cadre Rule 2000. And also to register protest against appointment of District Medical Officer & Deputy Director of Health Services outside the DPC and in violation of APHS Cadre rule 2000, according to association release.

 

Assault condemned

ITANAGAR, Dec 17: Arunachal Pradesh College Teachers’ Association (APCTA), Jawaharlal Nehru College unit strongly condemned the physical assault on Dr Aruna Gyati Lod, Assistant Professor of  DNGC, Itanagar by an examinee during examination recently. The APCTA unit demanded for the interference of the Directorate of Higher Education in the said case to take stern action against the wrong doer, and also urged the University authority to rusticate the student from any examination. It further threatened that the JNC would boycott all University examinations in future unless and until the accused is punished. The assault on Aruna is an abuse to the whole teaching fraternity, it said.

 

Death mourned

ITANAGAR, Dec 17: Arunachal Pradesh Congress Committee expressed its deep sense of condolence at the demise of Kipa Menia, mother of Kipa Babu, City Congress Committee president and Deputy Chief Councillor of Itanagar Municipal Council, who died in a road accident on Dec 12 at Papu Nallah, Naharlagun. The  APCC prayed to Almighty God for eternal peace of departed soul and bestow enough strength to the bereaved family members to bear the irreparable loss cause to them.

 

Call for coordinated efforts  

ITANAGAR, Dec 17: The All Arunachal Pradesh Public Health Engineering & Water Supply Department Workers’ Union (AAPPHE&WSDWU) has appealed to the Public Works Department to inform PHE department before carrying out any work.

In a complaint letter written to the chief engineer WZ and EZ, it said that the construction agency while carrying out its work damaged the water supply pipelines of Capital Complex creating problem for water supply.

 

Senior women football team selected

ITANAGAR, Dec 17: Arunachal Pradesh senior women football team for the upcoming national championship to be held in January, 2014 has been selected. However, the list of the players will be announced after conformation of date of the championship, informed Arunachal Pradesh Women Football Committee Chairman Takam Tallum Dado.

The players have been selected on the basis of their performance in the recently held 2nd Nyari Welly State Level Women Football Tournament (NWSLWFT) at RG Stadium, Naharlagun.

The team will be coached by NIS trained coach Kipa Bharat and the coaching will be started soon after the date for the championship is conformed.

Bharat was also the coach of CCSC and instrumental in guiding the team in lifting the 2nd NWSLWFT, 2013 trophy.

 

JNC Professors XI wins Fraternity Cup, 2013

ITANAGAR, Dec 17: The decade long Annual Fraternity Tournament, a series of games played between Doctors XI and JNC Professors XI ended in style on December 15.

The tournament witnessed some brilliant sparks of true sportsman spirit in all the three games, namely volleyball, football and cricket.

Host JNC Professors won the series 2-1 by capturing the football and cricket matches. Doctors XI won the first game of volleyball.

The Fraternity Tournament is turning to be the most demanded and loved tournament of East Siang. It was a treat to watch the hard core professional of medicines and academics holding the ground and being clad in colourful segments of games.

 

NCC lifts IVth Techi Taram Memorial T20 Cricket trophy

ITANAGAR, Dec 17: The Nirjuli Cricket Club (NCC) became the winner of the IVth Techi Taram Memorial T20 Cricket Tournament 2013-14 by defeating All Upper Subansiri District Students’ Union (AUSDSU) by 7 wickets.

Organized by Techi Taram Welfare Society (TTWS) in collaboration with Arunachal Cricket Association (ACA), altogether 12 teams participated in the tournament that concluded yesterday.

During its closing ceremony held at Sagalee, ZPM VII Sagalee Anchal Samiti segment Nabam Yakum called on all the participants to maintain sportsmanship.

She further urged the organizers to conduct the programme every year.

ADC Sagalee J Pertin attended the programme as special guest.

 

RCH camp held at Mengio

ITANAGAR, Dec 17: A two days RCH Camp (Reproductive AND Child Health Camp) was organized by District Health Society, Yupia at PHC Mengio yesterday.

The team comprising gynecologist, child specialist, anesthetic, general medical officers and other health staff treated 97 patients during two days camp. 17 female were also sterilized during the camp.

Awareness campaign on the significance of early breast feeding and institutional delivery was conducted and exhibition of various family planning products like condoms, oral contraceptive pills, Copper-T etc displayed. 27 mothers with their children turned up for health check up.

The camp was inaugurated by Dr. S Ronya amidst the presence of PRI members and large number of public.

Baby show competition was held in which 19 participant contested.

ZACYF demands punishment to rapist

ITANAGAR, Dec 17: The Ziro-II Anti-Corruption Youth Forum (ZACYF) has urged the  Lower Subansiri district administration to inflict exemplary punishment to the  rapist who had raped a 7-years old minor girl at Yachuli recently. Expressing concern over the repeated incident of rape, the Forum said that life imprisonment will be appropriate for such  culprits so that no one dares to commit such crime in future.

 

AAPYO demands creation of HM’s  post

ITANAGAR, Dec 17: The All Arunachal Pradesh Youth Organization (AAPYO) has demanded for immediate creation of home minister’s post.

In its charter of demand submitted to the chief minister, it said, there is frequent breakdown of law and order within the twin city of Capital Complex and the law administration is responsible for the same. For smooth functioning and good governance, the need of the hour is to have a separate portfolio for home minister.

It’s other demands include immediate eviction drive against Govt land encroachers marked by the ADM, restoration of AROGYA NIDHI scheme, immediate construction of Greenfield Airport at Itanagar among others.

Nirbhaya Day

ITANAGAR, Dec 17: The rank and file of District Mahila Congress Committee, Papum Pare led by its president Techi Dumsap and State Mahila Congress officer bearers observed the Nirbhaya Day at Doimukh yesterday. The day was observed to commemorate the gangrape of Nirbhaya in Delhi and her subsequent tragic death last year. It was also an occasion to bring awareness against crime and women atrocities.

 

Run for Unity organized

ITANAGAR, Dec 17: The “Run for Unity” was organized throughout the state with participation of people from all walks of life, including students, businessmen, general public and senior citizens in memory of late Sardar Vallabh Bhai Patel on his death anniversary.

While informing this, Boken Keno, State Coordinator (CAG), ‘Run for Unity’ thanked State BJP president Tai Tagak, former MP Kiren Rijiju, party’s national general secretary Tapir Gao, other party leaders, including three councilors of the party for guidance and logistic support in organizing the “Run for Unity” successfully.

As a part of the nation-wide programme, the Lower Subansiri district unit of Bharatiya Janata Party also took out a “run for unity” rally on the  occasion of the  63rd death anniversary of Sardar Vallabhbhai Patel, the Iron man  of India, on Dec 15 last.  The BJP’s prime ministerial candidate Narendra Modi had initiated the programme to garner support for his dream project to build the ‘Statue of unity.’  BJP leaders including district unit president Kuru Tai addressed a public meeting at Abotani Hall, Hapoli on the occasion after the rally.

Sonia assures Arunachal to take up ADC demands

NEW DELHI, Dec 17: UPA chairperson Sonia Gandhi on Tuesday assured a 16-member high level delegation of Arunachal Pradesh led by Chief Minister Nabam Tuki that she will take up the demand for establishing the Mon and Patkai Autonomous District Councils with the Union Home Ministry.

The Tuki-led delegation comprising of the three MPs and several Ministers and MLAs of Tawang, West Kameng, Tirap, Changlang and Longding districts also called on Prime Minister Dr. Manmohan Singh and Union Home Minister Sushil Kumar Shinde today to discuss the matter pertaining to creation of Mon and Patkai Autonomous Councils in the state.

While submitting two separate memorandums signed by elected representatives and Panchayati Raj Institution leaders of the areas, the Chief Minister appraised Sonia Gandhi about the need to give autonomy to the these districts with the objective of fostering speedy development in these areas.

The UPA Chairperson assured the delegation that she would take care of the matter by expediting the process. She was briefed by the Chief Minister and APCC President Mukut Mithi about the development implications of giving autonomy to the said areas.

Calling on the Prime Minister and Union Home Minister later separately the delegation appraised both the leaders about the long standing issue of autonomy, which was passed by the State Legislative Assembly of Arunachal Pradesh twice and recommended to the Government of India for further consideration. The visit of the delegation is an outcome of the recent cabinet decision.

The Prime Minister as well as the Home Minister also assured the delegation that the Government would examine the matter and initiate necessary modalities for creation of the same.

This is for the first time that a Chief Minister-led delegation from Arunachal Pradesh was given audience by the UPA Chairperson, the Prime Minister and the Union Home Minister – the top three leaders of the Central Government – on the same day.

“We apprised Sonia Gandhi about the creation of two autonomous councils. She gave us her blessings and said she will discuss it with the Home Ministry,” Tuki said after his meeting with the Congress president in New Delhi.

 He further said that he has conveyed the demands of the people to the central government, and it would be difficult to get it done within such a short time. He added that the proposal would be discussed in the Cabinet first, and then passed through official procedures before being enacted in parliament.

“The demand for the autonomous council is within the Constitution of India for self-rule by the people with a provision to protect own culture and identity,” Tuki added.

Residents of the sleepy town of Mon in Arunachal Pradesh’s Tawang District had been demanding the setting up of an Autonomous Council for long, and recently took out a huge rally in November for this long cherished goal.

China has no claim to Arunachal Pradesh: Tuki

New Delhi, Dec.17: Arunachal Pradesh Chief Minister Nabam Tuki on Tuesday firmly said that his state is an integral part of India, and that there was no question of China staking a claim to it, or to people of Arunachal shifting their allegiance from New Delhi to Beijing.

Reiterating that China has no right to dictate terms to the people of Arunachal Pradesh, Tuki, who met Prime Minister Manmohan Singh in Parliament, said: “We will do whatever we want to, as it is within the boundary of India. There is no question of looking upto China for that.”

“We will do any development activities and ask for autonomy. We are not going to ask China to do anything in the state. We will not ask them to make policies for us. We will work as per the laws of our nation,” he added.

When asked why he was pressing for autonomous status, Tuki said: “We are facing problems of insurgency. The people there (Arunachal Pradesh) need development and security. We have asked for status (autonomy) for the people there. We want the areas to progress.”

 He also expressed his strong objection to China questioning the recent visit of President Pranab Mukherjee to his state.

He said: “Who can stop the nation’s president from going to a state? He can go anytime. Many prime ministers, presidents and ministers from the cabinet have been visiting the state. They will visit the state. It is our state. Who can say no to them?

He also rejected reports of there being a serious situation in Arunachal Pradesh.

“The state is associated with the Constitution (of the nation). Secular democracy has always been there. Indian Government’s elected government has been working there. We send our members to the Indian Parliament during its session every time. Therefore, there is no question of anyone claiming the land,” Tuki said.

 

 

MMC on HIV/AIDS at Basar

ITANAGAR, Dec 17: As a part of ongoing multi media campaign (MMC) through sports and music, an HIV/AIDS awareness campaign was organized at Basar during Nitom Pakso Musical Festival yesterday.

Speaking on the occasion, APSACS deputy director (blood safety), Dr. Nabam Budh stressed on voluntary blood donation and its importance. He dwelt at length on epidemiology, prevalence and the routes of HIV infection. Explaining how HIV does not spread, he urged people to protect oneself from HIV/AIDS and at the same time do not discriminate people living with HIV/AIDS.

He said the basic purpose of conducting MMC was to involve the youths aged between 15 to 29 years to remain safe from HIV/AIDS. A crowd of around 1500 people turned up for the musical event.

The programme was inaugurated by Parliamentary Secretary Gojen Gadi.

 

 

APBRDA team calls on Pawar, submits project proposal

NEW DELHI, Dec 17: The Arunachal Pradesh Bamboo Resource and Development Agency (APBRDA) chairman Tanyong Tatak and vice chairman Yora Tagung led by MP Takam Sanjoy  called on the Union Agriculture Minister Sharad Pawar at New Delhi and submitted a project proposal for "Bamboo Flowering and Famine Combat Scheme in non-Forest areas of Arunachal Pradesh" to the Ministry of Agriculture .  The team was also accompanied by Nima Sangey .

During discussion Yora Tagung said the tribal people have been depending on agriculture for survival by way of Jhuming and shifting cultivation and to some extent of settled agriculture. The recurring Bamboo flowering in the state has severely affected the livelihood of the rural people of the state.

Following the bamboo flowering the rodent population has also become a serious threat to agricultural field.

 The Union Minister has assured to look into the proposal seriously. The minister further agreed that project will be a boon for the rural people of Arunachal Pradesh.

 

 

Workshop on sustainable drinking water supply and sanitation

ITANAGAR, Dec 17: Block level workshop on “Sustainable Drinking Water cum Sanitation and Training on Handling of Field Testing Kits (FTKs) for grassroots level PRI leaders was conducted by PHE & WS Division, Yupia at Sagalee yesterday.

Speaking on the occasion, Executive Engineer, PHED, Yupia BamangTadh explained the role of PRIs in execution and maintenance of rural water supply on sustainable basis. He informed that the Govt. of India has directed the department to hand over all the completed schemes to the PRIs for operation and maintenance of intra-village water supply system. In this connection, the villagers have to form a committee at village level called Village Water and Sanitation Committee (VWSC) with Gram Chairperson of the Panchayat as its chairman, JE, PHED, Member Secretary and a School Teacher, Treasurer respectively of the committee, he informed and asked them to immediately open a joint bank account in the name of above committee if not already done.

He said the workshop was an attempt to generate awareness and spread the knowledge about the importance of sanitation and health among the rural masses through community participation with the help of grassroots PRI leaders.

In his speech, Sagalee ADC J. Pertin discouraged construction of traditional latrines along the bank of rivers and nallahs and informed about the Nirmal Gram Puruskar (NGP) award and its qualification requirements.

Sagalee ZPM NabamYakum, who also was present in the workshop, lauded the department for organizing such important even in her place and urged the fellow PRI members to obtain full knowledge from the training. She also assured her her full cooperation if needed by the department in future.

Video and slideshows, pamphlets distribution and banner display on sanitation, water quality, Do’s and Do not’s were part of the workshop besides presentation on technology options for construction of Individual House Hold Latrine (IHHL) and its funding pattern details which was placed by Sagalee, PHED AE Sawant Riang.

Resource person from various departments were invited where Dr. NaniNakang, Medical Officer of Sagalee, CHC deliberated on the causes of water borne diseases and its precautions while BN Rai, Senior Teacher of GHSS Sagalee threw light on the importance of school sanitation.

 

 

Exhibition cum Consumer Awareness campaign held at Mechuka

AALO, Dec 17: One day exhibition cum consumer awareness campaign was organized by the West Siang District Unit of Department of Legal Metrology and Consumer Affairs at Mechuka Panchayat Conference Hall recently.

Addressing the gathering, Arunachal Pradesh Consumer Disputes Redressal Commissioner, Naharlagun President Justice H N Sarma said that slogan Jago Grahak Jago is not merely a slogan but means to awake consumers about their rights as a consumer.

While dwelling about Maximum Retail Price printed on the packed commodities, he informed that MRP is the ultimate price and consumer has the right to bargain on MRP printed on the package items. The purpose of the Act is to provide compensation to the complainant and not to compromise with traders or service providers. He also informed that Mechuka being far away from the nearest District Forum may find it difficult to file their complaints and may not come forward for lodging complaint. He suggested on giving ADC Mechukha the power of President District Forum so that complainants residing within Mechuka Sub-Division may get their grievances redressed without any problem.

R Dhawan, ADC Mechukha inaugurated the exhibition and hoped that everyone will get benefit from the programme. The Registrar, State Consumer Commission, BJ Dey in his keynote address spoke in detail about the right and duties of consumer and means to get the grievance redressed through 3-tier quasi judicial machineries available at National, State and District levels. He also appealed youth to form voluntary consumer organization and work with commitment to help grass root level consumers for reaping the benefits ushered in the consumer protection Act, 1986.

CS inaugurates AAPEDA office

ITANAGAR, Dec 17:  State Chief Secretary, H K Paliwal inaugurated the office of the All Arunachal Pradesh Entrepreneurship Development Association (AAPEDA) at Nirjuli yesterday. More than 90 (Ninety) entrepreneurs were present on the function.

Speaking on the occasion, Paliwal while saying that the industrial scenario of the state is lagging behind expressed happiness that atleast some people are interested to do industrial and manufacturing works in the state.

Pointing out availability of resources in the state, he asked young energetic people to come forward to start manufacturing works and introduce industries in the state.

Referring to the recently held Job Mela, he said that the state government is taking strong step to solve the problem of un-employment in the state.

 

 

Bail move of accused PR leaders objected

PASIGHAT, Dec 16: Objection over bail petition filed by a couple of panchayat leader, who have been accused for illegal selling of working tools supplied for MGNREGA scheme implemented under Nari Development block in East Siang district is likely to create hurdle in their anticipatory bail.

It may be recalled that the PR leaders - one Anchal Samity Member (ASM) of Lumpo Adi-Tako panchayat Tatum Kaye and another Gram Chairperson of the panchayat, Minya Bomjen were accused for stealing road construction materials supplied to panchayat. Nari police arrested one Jahir Khan in connection of Nari PS case No- 12/ 2013, U/S- 380/34 IPC, but the duo accused PR leaders are absconding to get rid of arrest.

The investigating officer (I/O) of the case informed that the duo accused are in interim bail as they have applied in Additional District  and  Session Court, Pasighat for ‘anticipatory bail’. The court fixed hearing of the bail petition yesterday, but the I/O failed to appear in the court. Absence of the I/O leads proceeding of the case without decision, which will turn up on December 18 next.

Meanwhile, a leading citizen of Lumpo village under Nari circle has filed ‘Bail Objection Petition’ in the court of Additional District & Session Judge, Pasighat putting an intervention against anticipatory bail move. The learned advocate representing the interested third party petitioner informed that the bail objection petition has been admitted in the court.

The intervener, in his petition stated that the case is an offense of illegal selling of public property worth more than Rs 60,000, but the accused PR leaders are left without arrest. He further stated that non-arrest of the accused leaders might hamper/manipulate the investigation process, which is amounting to hurt sentiments of the local citizens.  The police report annexed with the bail objection petition reveals that accused Minya Bomjen received the working tools (meant for MGNREGA works) from Block Development Officer concerned, which was later handed over to the local traders Jahir Khan (arrestee) for selling in black market. Thus the gram chairperson, with the help of the vexed ASM betrayed the local people, who voted them to power for the sake of development.

 

 

‘Remain rooted in the teachings of Jesus Christ’

ITANAGAR, Dec 17: Today’s youth should set examples by taking the best foot forward to lead the society for overall development, said Arunachal Christian Forum (ACF) general secretary Toko Teki.

Addressing the 6th youth convention of the Wancho Churches’ Baptist Association (WBCA) at Runu village on December 15 last, Teki said the youths of Arunachal Pradesh are naturally talented in various fields but what is necessary is correct motivation and guidance. He exhorted the people to remain rooted in the teachings of Jesus Christ for peace and development in the society.

“Our youths are uniquely talented and they can shine at national level and beyond”, the ACF leader observed and advised all to avoid harmful substances like drugs and alcoholics.

Executive secretary of the Nyishi Baptist Churches’ Council (NBCC) Rev. Halilikha Ama, who was  the speaker of the 3-day long convention, also called upon the youths to lead disciplined life in accordance with the teachings in the Holy Bible, while speaking on the theme: ‘Christ is the hope of Wancho youth’.

Rev. Nokthom Wangsu and WBCA Mission Secretary Mankai Wangsu also gave discourses on the issues related to mental and spiritual development of youths.

WRD Minister Newlai Tingkhatra, Former ZPC Rongnai Maham and public leader Gabriel D. Wangsu also addressed the convention comprising of hundreds of youths and Church leaders from atleast 46 villages of Longding and Tirap districts and Nagaland.

BJP exhorts people to bring wave of change in Arunachal

We are all children of God: Sonam

ITANAGAR, Dec 17: ‘Lord Jesus Christ sacrificed his life to safeguard the mankind and we are all children of one supreme god irrespective of religion, region, caste etc, then why there should be hatred or fight in the name of religion,’ asserted Jalley Sonam, Chairman APB&OCWWB.

He was speaking at the opening ceremony of Christmas sport event at St. Joseph Catholic Church, Gohpur Tinali, Itanagar today. The week-long sports event will conclude on December 23.

While wishing all on the eve of Merry Christmas, Sonam said, many people have changed their lives with the help of Christianity and its teachings in Arunachal Pradesh and they are now selflessly working for the welfare of others.

Awareness programme on wild edible plants

ITANAGAR, Dec 17:  CSIR-North East Institute of Science & Technology Itanagar branch has organized one-day awareness programme on conservation, promotion, sustainable utilization, nutritional value of wild edible of Arunachal Pradesh on Dec 16 at Yupia-II village, Papum Pare.

While delivering a talk on “Importance and nutritional value of wild edible plants of Arunachal Pradesh”, Chandan Tamuly, Scientist in-charge of Itanagar CSIR-NEIST Itanagar mentioned that there are lots of wild edible plants available in Arunachal Pradesh having high nutritional values. These edible plants have also medicinal importance. The local people of Arunachal Pradesh should cultivate and conserve these wild edible plants for socio-economic development of the state. He cited example of ‘Riar’ or ‘Raru’, Pato-i, Honyar, dety etc. Riar has a high market demand and available in local market of Itanagar, Naharlagun, Nirjuli etc. It is a highly nutritious edible plant. The protein, vitamin, fibre, carbohydrate content of the plant is comparatively high. Similarly Honyar is also a very nutritious plant consumed by the local people of state. There are also lots of opportunity to find out indigenous spices which can be commercialized in North East State and other part of the country. These specific edible plants can be cultivated in jhum land or waste land area for conservation of biodiversity of the state. It can help to boost the economy of the state. About 25 villagers attended in the programme.

Dr. B.C. Baruah, Sr. TO, conducted a training on “Cultivation of Mushroom”. He explained about the importance and food value of mushroom for good health. He highlighted the nutritional and medicinal values of edible mushroom. He demonstrated the technique for preparation of mushroom and  distributed 15 packet of mushroom spawn among the participant free of cost.

 

 

ESDPs on various trade for unemployed youths

ITANAGAR, Dec 17: Entrepreneurship and Skill Development Programmes (ESDP) on various trades like interior design, catering, cosmetology and beautician, receptionist, steel fabrication and photography and Photoshop conducted by Branch Office, Indian Institute of Entrepreneurship, Arunachal Pradesh for the unemployed youth of the state began here recently.

Sponsored by the Union Ministry of Micro, Small and Medium Enterprises, Government of India, these skill development programmes of 125 hours would impart both skill development training on the particular trade along with necessary sessions on entrepreneurship development.

The ESDPs were inaugurated by S.K. Dutta, Joint Director, Industries, Haj Dodong, Deputy Director, Handicraft Textiles, I.H. Saikia, Zonal Manager, NERAMAC, S.K. Deb, CEO, KVIC, etc.  

Another Skill Development Programme on candle making was inaugurated by P Chobin, Assistant Director, KVIC, Itanagar in the Branch Office, IIE. Sponsored by KVIC, this programme would impart 14 days training to 25 participants in candle making.

 

 

Consumer awareness campaign at Ziro

ZIRO, Dec 17: Legal Metrology & Consumer Affairs (LM&CA) department, Lower Subansiri district today organized a Consumer Awareness Campaign here at Govt. Hr. Secondary School, Hija.

Attending the meeting, Nending Chatung, SDO asked participants to learn all the basic knowledge and information from the campaign and pass them to others.

While suggesting people to get redressed from Consumer court if he is cheated in any commercial transaction, he asked organizing department to make wide publicity before organizing such an important camp so that more and more people get involved.

Niitii ZPM Tilling Sambyo while attending the campaign said that LM&CA department is organizing this awareness camp in our door step in order to wake up our rights as the consumer. So we have to avail the opportunity at the most.

Citing an example that he was once cheated by a vegetable vendor in weightment, he asked department to organize similar programme moving from village to village and school to school to educate consumers on how to protect oneself from the unscrupulous traders.

Earlier, District Consumer Protection Officer cum Asst. Controller, LM&CA has briefed on some of the provisions of the Consumer Protection Act 1986 including consumer rights.

While relating some of the case history decided under Lower subansiri District Consumer Dispute Redressal Forum, he asked people to support department in fostering the consumer protection movement in the State.

Lower Subansiri district unit of All Arunachal Pradesh Consumer Association’s president Koj Tassang has highlighted on the role and function of the association and asked general public to join the association.

Dani Tath, GB said that the innocent people especially of rural populace who really do not know their rights as consumer are the main sufferers. So, he appealed youths to come forward and fight for their rights at the fore while elders will follow.

Project Director Hage Lailyang, district forum members Gyati Tamang & Dani Jhony, Ziro Chambers of Commerce & Industry secretary Tailyang Sambyo and Apatani Youth Association’s vice president Tage Tani also spoken in the programme.

Earlier, Debia Tana, Inspector LM&CA gave practical demonstrate on proper use of weight & measures and others.

Concentrate in grass root development instead of creating new districts and autonomous councils

The 2013 will be remembered as year for creation of many new districts and autonomous councils in Arunachal Pradesh. The Govt. of Arunachal Pradesh plans to peruse with central govt. for creation of autonomous councils of Patkai and Mon regions. It will be history of sort in Arunachal Pradesh if PATKAI autonomous and MON autonomous councils will be created.  Already both of these areas have a separate budget allocation in crores in the form of Department of Tirap, Longding & Changlang and Department of Karmik Adyatmik. Several districts are being created after bifurcating present districts, however most of the residents of those districts are living in capital complex.

The creation of districts and autonomous councils will never benefit the common citizens of areas, it will only pave way for earning to the Ministers, MLAs, High handed politicians and its line officers. As everyone is aware that crores of money is allocated in the form of Special Plan Assistance (SPA), TFC, Disaster management but majority of indigenous people never gets benefit of any opportunities. The fund which is sanctioned for works are not being able to use judiciously due to unofficial expenditure by contractors while getting works in the form of paying commission. In paper we read about so many project works worth in crores but in practical the money goes to limited persons. Today when we enquire at market all the shopkeepers are crying and some of them are facing difficulties to even pay for rent of their shops. It is surprising as earlier also funds were coming from central govt. and now also fund is coming but where money is going now? Due to non-availability of money contractors are not being paid on time and markets are drying up.

The indigenous tribal contractors are deprived of getting works even after enlistment of their firms with AAPWD, CPWD, BSNL, BRO and other enlistment authorities in various categories. The works under SPA and TFC is only for the pocket expenditure of Ministers, MLAs and line officers. Though tenders are sometime floated in local dailies but work is already done in advance. At the time of filing tender they appeal everyone not to participate in the process. So, sometimes on humanity ground we have to leave and don’t participate in tender. Regarding advance work system, I would like to appeal all individual and contractors that if you notice such practice, then please fight against concerned executing authorities as AACWA had discussed the matter with Chief Secretary and a memorandum has been placed before him.

This is my direct suggestion to state govt. that in place of creating news districts and autonomous council, why govt. is not planning for establishment of industries, colleges, universities, hospitals and other public utility establishment so that human resources can be generated and unemployment problem can be sorted out. The state having only populations of 1,382,611 does not need creations of multiple district and autonomous councils. The development should be based on common purpose not for political benefit.

Onus lies with authority

 

Once upon a time the hill surrounding Itanagar was covered with dense forest. The river and stream flowing through the hill were important source for fishing and drinking water. It is natural that with globalization, city grows and therefore deforestation takes place.  However the sheer magnitude of deforestation witnessed around capital complex is alarming and poses serious threat to ecology. Majority of green forest cover has been wiped out and replaced by new human settlement. The river and streams have become dumping ground of garbages.

Karsingsa, Itanagar Biological Park and Ganga Lake area are the worst victim. Many new villages have been established by encroaching upon forest area. Sadly the forest department has failed to control rampant encroachment in these areas. Lately it is being reported that forest area around Poma Panchayat is being illegally destroyed for timber purpose. The members of Gungu Khamir Youth Welfare Association yesterday in a release claimed that massive deforestation is going on in the area. The youths have done their duty of informing the authorities about illegal activities and now onus lies on forest department.
