APDA to stage mass protest
ITANAGAR, Dec 17: The central executive body of the Arunachal Pradesh Doctors' Association (APDA) in an emergency meeting held yesterday unanimously decided to stage mass protest throughout the state by taking mass casual leave on Dec 26 and 27. The Association took this decision in view of undue delay by the Government in setting the DPC for promotion of APHS Officers under 'Time Bound Promotion' as per the A.P Health Services (APHS) Cadre Rule 2000. And also to register protest against appointment of District Medical Officer & Deputy Director of Health Services outside the DPC and in violation of APHS Cadre rule 2000, according to association release.
Assault condemned
ITANAGAR, Dec 17: Arunachal Pradesh College Teachers’ Association (APCTA), Jawaharlal Nehru College unit strongly condemned the physical assault on Dr Aruna Gyati Lod, Assistant Professor of DNGC, Itanagar by an examinee during examination recently. The APCTA unit demanded for the interference of the Directorate of Higher Education in the said case to take stern action against the wrong doer, and also urged the University authority to rusticate the student from any examination. It further threatened that the JNC would boycott all University examinations in future unless and until the accused is punished. The assault on Aruna is an abuse to the whole teaching fraternity, it said.

ITANAGAR, Dec 17: The All Arunachal Pradesh Public Health Engineering & Water Supply Department Workers’ Union (AAPPHE&WSDWU) has appealed to the Public Works Department to inform PHE department before carrying out any work.
In a complaint letter written to the chief engineer WZ and EZ, it said that the construction agency while carrying out its work damaged the water supply pipelines of Capital Complex creating problem for water supply.
Senior women football team selected
ITANAGAR, Dec 17: Arunachal Pradesh senior women football team for the upcoming national championship to be held in January, 2014 has been selected. However, the list of the players will be announced after conformation of date of the championship, informed Arunachal Pradesh Women Football Committee Chairman Takam Tallum Dado.
The players have been selected on the basis of their performance in the recently held 2nd Nyari Welly State Level Women Football Tournament (NWSLWFT) at RG Stadium, Naharlagun.
The team will be coached by NIS trained coach Kipa Bharat and the coaching will be started soon after the date for the championship is conformed.
Bharat was also the coach of CCSC and instrumental in guiding the team in lifting the 2nd NWSLWFT, 2013 trophy.

China has no claim to Arunachal Pradesh: Tuki
New Delhi, Dec.17: Arunachal Pradesh Chief Minister Nabam Tuki on Tuesday firmly said that his state is an integral part of India, and that there was no question of China staking a claim to it, or to people of Arunachal shifting their allegiance from New Delhi to Beijing.
Reiterating that China has no right to dictate terms to the people of Arunachal Pradesh, Tuki, who met Prime Minister Manmohan Singh in Parliament, said: “We will do whatever we want to, as it is within the boundary of India. There is no question of looking upto China for that.”
“We will do any development activities and ask for autonomy. We are not going to ask China to do anything in the state. We will not ask them to make policies for us. We will work as per the laws of our nation,” he added.
When asked why he was pressing for autonomous status, Tuki said: “We are facing problems of insurgency. The people there (Arunachal Pradesh) need development and security. We have asked for status (autonomy) for the people there. We want the areas to progress.”
He also expressed his strong objection to China questioning the recent visit of President Pranab Mukherjee to his state.
He said: “Who can stop the nation’s president from going to a state? He can go anytime. Many prime ministers, presidents and ministers from the cabinet have been visiting the state. They will visit the state. It is our state. Who can say no to them?
He also rejected reports of there being a serious situation in Arunachal Pradesh.
“The state is associated with the Constitution (of the nation). Secular democracy has always been there. Indian Government’s elected government has been working there. We send our members to the Indian Parliament during its session every time. Therefore, there is no question of anyone claiming the land,” Tuki said.
ITANAGAR, Dec 17: As a part of ongoing multi media campaign (MMC) through sports and music, an HIV/AIDS awareness campaign was organized at Basar during Nitom Pakso Musical Festival yesterday.
Speaking on the occasion, APSACS deputy director (blood safety), Dr. Nabam Budh stressed on voluntary blood donation and its importance. He dwelt at length on epidemiology, prevalence and the routes of HIV infection. Explaining how HIV does not spread, he urged people to protect oneself from HIV/AIDS and at the same time do not discriminate people living with HIV/AIDS.
He said the basic purpose of conducting MMC was to involve the youths aged between 15 to 29 years to remain safe from HIV/AIDS. A crowd of around 1500 people turned up for the musical event.

The Govt. of Arunachal Pradesh plans to peruse with central govt. for creation of autonomous councils of Patkai and Mon regions. It will be history of sort in Arunachal Pradesh if PATKAI autonomous and MON autonomous councils will be created. Already both of these areas have a separate budget allocation in crores in the form of Department of Tirap, Longding & Changlang and Department of Karmik Adyatmik. Several districts are being created after bifurcating present districts, however most of the residents of those districts are living in capital complex.
The creation of districts and autonomous councils will never benefit the common citizens
of areas, it will only pave way for earning to the Ministers, MLAs, High handed politicians
and its line officers. As everyone is aware that crores of money is allocated in
the form of Special Plan Assistance (SPA), TFC, Disaster management but majority
of indigenous people never gets benefit of any opportunities. The fund which is sanctioned
for works are not being able to use judiciously due to unofficial expenditure by
contractors while getting works in the form of paying commission. In paper we read
about so many project works worth in crores but in practical the money goes to limited
persons. Today when we enquire at market all the shopkeepers are crying and some
of them are facing difficulties to even pay for rent of their shops. It is surprising
as earlier also funds were coming from central govt. and now also fund is coming
but where money is going now? Due to non-
The indigenous tribal contractors are deprived of getting works even after enlistment of their firms with AAPWD, CPWD, BSNL, BRO and other enlistment authorities in various categories. The works under SPA and TFC is only for the pocket expenditure of Ministers, MLAs and line officers. Though tenders are sometime floated in local dailies but work is already done in advance. At the time of filing tender they appeal everyone not to participate in the process. So, sometimes on humanity ground we have to leave and don’t participate in tender. Regarding advance work system, I would like to appeal all individual and contractors that if you notice such practice, then please fight against concerned executing authorities as AACWA had discussed the matter with Chief Secretary and a memorandum has been placed before him.
This is my direct suggestion to state govt. that in place of creating news districts and autonomous council, why govt. is not planning for establishment of industries, colleges, universities, hospitals and other public utility establishment so that human resources can be generated and unemployment problem can be sorted out. The state having only populations of 1,382,611 does not need creations of multiple district and autonomous councils. The development should be based on common purpose not for political benefit.

Onus lies with authority
Once upon a time the hill surrounding Itanagar was covered with dense forest. The river and stream flowing through the hill were important source for fishing and drinking water. It is natural that with globalization, city grows and therefore deforestation takes place. However the sheer magnitude of deforestation witnessed around capital complex is alarming and poses serious threat to ecology. Majority of green forest cover has been wiped out and replaced by new human settlement. The river and streams have become dumping ground of garbages.
Karsingsa, Itanagar Biological Park and Ganga Lake area are the worst victim. Many new villages have been established by encroaching upon forest area. Sadly the forest department has failed to control rampant encroachment in these areas. Lately it is being reported that forest area around Poma Panchayat is being illegally destroyed for timber purpose. The members of Gungu Khamir Youth Welfare Association yesterday in a release claimed that massive deforestation is going on in the area. The youths have done their duty of informing the authorities about illegal activities and now onus lies on forest department.
